Before FSG
Prior to joining FSG, Hairat worked as a research analyst for the City University of New York Institute for State and Local Governance (ISLG). There she worked primarily on the team evaluating portions of the NYPD Police Reform and Reinvention Collaborative Plan. She aided the team by helping to develop theories of change, strategic evaluation frameworks, and provide data collection and analysis. She was also part of the Safety and Justice Challenge team where she was tasked with laying the groundwork for the formation of a crime rate database.
Before ISLG, Hairat worked as a research associate for the Global Strategy Group. She was responsible for supporting several public affairs and communications projects for political and nonprofit clients. She specifically created surveys, helped to implement focus groups and created client deliverables that helped to better understand the public’s view as it pertained to elected officials and reform efforts across the country.
