While it may seem that differing approaches to education in Berlin and New York City make comparisons unrealistic, this report shows that the systems actually have many commonalities to build upon, and that the differences are fertile ground for introducing new ideas. The aim of this paper is to provide an understanding of the school systems and reform efforts in these very different cities, and thus serve as a launch pad for sharing ideas and transferring learnings.
The report is organized around 9 core topics that are important to both cities:
- Autonomy
- Accountability
- Leadership
- Human Capital
- School Support
- Portfolio Approach
- Turnaround
- Early Childhood
- Career Readiness
